Use a popup menu when adding new targets in projects mode.

I added a second drop shadow to make the panel a bit nicer.
This also makes it clearer what the scrollbar does.

Non selected tabs could end up with the wrong text
color depending on different states.

This was unintentionally inverted after translations were
introduced.

I made the buttons uniformly sized based on the largest of the
two translated strings.
