Reduce inconsistencies in tr()-Strings provided for
QActions that act on a current <something> (mostly files) by
introducing a ParameterAction class that takes the tr()-Strings
at construction time and provides a setParameter(QString) slot,
allows for setting that parameter or an empty string, which
will cause the displayed text to be updated.

Moved unCommentSelection() in creator/libs/util so we can use it for other C-like languages (e.g QML and JS).

Made pathlisteditor use a toolbutton menu as it looks too
much of a "button desert" otherwise.

Rename QWORKBENCH_UTILS_LIBRARY to QTCREATOR_UTILS_LIBRARY

On this occasion, fixed qtcreatorwidgets plugin for lib64.

IDE_LIBEXEC_PATH is still the bindir, so it's kinda fake. oh, well.

Introduced "Suspend" mode for the process stub and corresponding
mode enumeration in console process (Windows).

the linux command line can be 32k long ... which might still be not
enough. well, in fact, it just makes the 'ps' output unreadable.
