Add configuration to build non-(L)GPLv3 image

The include file marks all (L)GPLv3 packages incompatible and removes
dependencies to those compoments from the image. Not all dependencies
can be removed and for those there are GPLv2 alternatives available
in meta-gplv2 [1] which needs to be separately added to build configuration.

Note that, these relocated GPLv2 recipes do not receive the same level
of maintenance as other core recipes. The recipes do not get security
fixes and upstream no longer maintains them.

Intel NUC is not fully supported as there is no alternative recipe
available for grub-efi.
