ITargetFactory::supportedTargetIds should return all targets that this factory can support, regardless of e.g. installed qt versions. Whereas canCreate() should check the availability of e.g. a qt version. This makes supportedTargetIds() have the same meaning as ITargetFactory::supportsTargetId().
